Making of blinkies with weightlosss flashing???

I was wondering if there is an easy way to make those flashy pictures that highlight numbers as you lose the weight? I have dreamweaver and the fireworks one that goes with it, but not sure what to do. But i really would love one. i would love to learn how to build a site but i have no clue really where to begin, sso maybe if i start with learning how to i think its basically animate a picture.

I am really interested in learning how this is done, if anyone has the time to write it out for me or talk me through it.
