Do you have a kitchenette, microfridge, or a mini-fridge available?

Kitchenette--this is great! You can hardboil eggs, boil omelettes (in a ziploc baggie and add cheese, veggies, etc.) cook/steam veggies, cook bacon, sausage, ground beef, hot dogs, etc. in the microwave. On the stove, you can pan-fry meats, make stir-frys, etc. You can basically make ANYTHING in here!

Microfridge/Fridge--you can store cheese sticks, pepperoni, lunchmeats, chopped veggies, etc. in here.

As long as you have access to a refrigerator you're set. Can you use a George Foreman grill? We couldn't have hotplates in the dorm but we could use these grills. They're great for grilling fish, chicken, pork, burgers, even veggies.

Oh, you can also buy bagged salad mixes for an easy meal. Add some cheese, dressing, and protein of your choice, and you've got a balanced meal!

Also, what is available at your cafeteria. I work at a residential college and I can put together a low carb meal in our cafeteria. Maybe I can help you out. Is there a link to your school's dining options?

            Re: Dorm living

This probably isn't the best advice, but here goes anyway...get a george foreman grill and a hot plate anyway. I mean, I don't know your school's policy, but when I was in the dorms a couple of years ago, EVERYONE had some sort of cooking appliance that they weren't supposed to have. You should be good as long as they don't do random inspections. Or, if breaking the rules doesn't appeal to you, see if you can find a kitchen within the dorm (ours had 2 full kitchens for 6 1/2 floors of people) or find a friend who lives in a apartment and cook a bunch of meals at once. And if that still doesn't work, may I suggest a lot of tuna and hardboiled eggs. Good luck!
