For me if it is below 20 and especially windy, rational heads kep me inside. It is more the wind speed rather than the cold. Here is a Wind Chill chart and the approximate frostbite times for exposed skin:
You can protect yourself with layers upon layers, but there comes a point where even under the layers, you should just stay inside. This is not to say anything about making sure you have good running surface to run upon prevent injury.Kent - 35-M-6'4"

it depends alot on your health too. folk with lung conditions are advised not to exercise in temps below 40 and so are CHF heart patients. if you are having trouble breathing because of the cold you can wear a scarf over your nose and mouth to help warm the air you are breathing some.by the book atkinseer

Sorry there is not much warming up of -30 below windchills and -10 real temp @ 9 am we had yesterday in NW Iowa. You may be motivated to run outdoors, but I think you are just setting yourself in that weather for more damage than good. I am as tough as the next guy, but running with your eyelidss frozen shut from the tears and icicles hanging off your goatee just doesn't seem like good sense.
30 degrees above zero and little wind/ice, you'll see me run outdoors. I ran the 10k in about that weather, but less than that, you're asking IMHO to be laid up with a cold or worse especially on a good (long) run. Just something to think about expecially when there are indoor alternatives (exercise DVD's, treadmills, cardio equipment) that might not have the same risks.Kent - 35-M-6'4"

i'll run in 5 degree (F) weather, that's actually a comfortable temperature for me even with my asthma. But of course, I live in Edmonton Alberta Canada, northern land of icy coldness! if there's wind on top of that, then i just go across the street to the gym. except they don't allow dogs in there...so the 35lb puppy still gets her walks in her coat and boots to keep her from freezing if necessary. those little boots are very annoying to find in snowbanks when they come off! thankfully right now it is unseasonably warm at about 38 today, and much of the snow has gone away so we're gonna have a brown Christmas.
