To answer your question, the tortillas are not allowed on induction. Stick to the list of acceptable foods for induction. If it is not on the list, don't eat it. They can be added late in OWL. Many have found that the "frankenfoods" are the kiss of death to this WOE.
Sounds like the cook book you have is written by the corporate Atkins and not Dr. Atkins. The corporate Atkins has altered many of the rules that Dr. Atkins came up with. Your best bet is to pick up Dr. Atkins New Diet Revolution, 2002 edition. It is referred to as DANDR around here.
Best of luck.

For the best results, avoid low-carb replacement 'frankenfoods' like the bread or candies. Check out the FAQs for the rules of Induction and the Allowed Foods list and use those, not the recipes you'll find in their books and on the website. (You can use them as long as you only use 'legal' foods)
What I've seen work best is to add back foods as they appear in the OWL carb ladder, so your tortillas would come in on the grains rung. Trust me, you're not missing much by waiting

That's the term many of us use to describe highly processed food. Comes from Frankenstein's Monster - you'll just have to read that book, too
Whole, natural foods are best for you. Bleached flour and sugar are crap to your body. The more steps away from how it came out of the ground, the worse it is for you. There's even a school of thought that cooking food makes it less healthy.
The corporations take advantage of human nature to sell those products. You know you need low carb (or low fat) to lose weight, but gosh darn it, that's a lot of work, but if you can get something already made that says it's low carb, it's win-win, right?
Wrong. It just doesn't work that way. If it did, everyone on the low fat bandwagon would be thin by now.
