When someone reads a post of yours that they feel deserves special recognition they can click on the little scales symbol in the upper right hand corner of the message. Then they can then leave you a little note like "Wow great post!" or "Thank you, I was thinking the same thing but didn't know how to say it!" and you get rep points.

People have a hard time finding the symbol sometimes because it's in a spot you don't normally look. Every message has a number, rep symbol and red and white "report bad post" triangle in the upper right corner, above the posters name and info. The center symbol of those three things is the rep icon.
