Kanita, you sound a bit confused about how to do Atkins when you ask if you can have something with sugar in it, and then you didn't mention vegetables.
I need to ask if you've read Dr. Atkins New Diet Revolution, version 2002 (DANDR for short)?
Everything is laid out very clearly and what's most important is that it explains the 'why' behind the diet and how the goal is to keep your blood sugars level through the day. For that reason some foods (like sugar and certain vegetables) are eliminated or restricted to the upper levels because they play havoc with us and put us back on that roller coaster.
Give it a read, or a re-read if you need to and that should help you along your path and make choices easier. By all means ask us questions here, but make sure you've done your homework as well.

I only wanted to know if I was allowed whipped topping. Every one just gives me recipes with splenda. Lol, I don't have any sweets what so ever, so there's no need for me to use splenda. I'm not confused. I've read the book. Actually I always keep it with me... To give me reminders of what to eat.

If something contains 'sugar' or 'corn syrup', then automatically that means you aren't allowed to have it.
Making your own whipped topping at home with heavy cream and splenda is legal, so that's why you see everyone telling you that.

Kanita DANDR is confusing isn't it? Dr Atkins says some whipped cream without adding the sugarfree part every time. He just assumes if he says sugarfree in an earlier part of the book you remembered that and he doesn't have to keep saying it.

Oh and those making whipped cream at home for the first time once it gets stiff stop or you will get sweetflavored butter
