Is coconut milk allowed during induction? Would it fall into the "cream" category? In case it's allowed, is it restricted to 2-3 tbsp?

Coconut milk would technically be coconut juice, and as a byproduct of a coconut (a fruit) then it wouldn't be permitted during induction.
