    Some Chinese takeout have steamed shrimp/chicken with veggies and may leave out the sauce. Charlie Chiang's (if there is one near you) has something called "Revolution Diet" that offers delicious steamed dishes. Although nutritional info is not available, I've eaten it before and it certainly tastes low carb to me. There's no sauce so I don't think they add corn starch because there's nothing to thicken.
