I have a question...
When I click on the icon to add a picture to my siggy it asks for a URL. Does that mean the picture has to be online somewhere for me to post it?

Yes, Deb.
You can always upload a picture to the ADBB gallery.

Just click on the link at teh top of the page 'ADBB Gallery' then on 'General Membership ' (unless you are a 'supporting member') and then on 'Upload'.
It will open a page where you need to click on teh word 'Browse' and then it will look on your computer for the file. Once you find the file you want to upload click on its name and it will be entered in the 'browse' box. You can upload more than one at a time - just do teh same in the next 'browse' box.
Give the file a name and description in the relevant spaces and click on 'submit' and voila you will have a picture on ADBB that you can put in your signature.
To find the link for it then go to the 'General Membership ' pages in the Gallery and select your picture. It will then show you the link (below the picture) that you can copy/paste to your signature box in your 'User CP' area.
