It's probably water.
Stay off the scale (weigh in at least only once a week!) and use a tape measurer to measure loss of inches on your body. You'll see that pounds don't mean a thing when you know you've lost 4" around your waist!
I learned that the hard way by sticking on the scale too often and getting upset.

I completely avoid the scale anytime near my TOM. I just skip it. In the beginning, I just couldn't take the fluctuating numbers...now, as I feel smaller, it doesn't bother me. Keep going, trust me, it will fall off!!!!

It's funny how much more you notice this when you are dieting.
I've probably always retained water prior to my TOM, but it wasn' until I got older and had to start watching my eating habits and actually gained any significant weight that I noticed the difference.
I've fluctuated as much as 8 pounds..that's a dress size...just from water retention. My breasts are often popping out of my bras during that TOM when before I am barely filling the cups! But I didn't notice it as much when I was a size two like I do at a size 8.
I think generally speaking the scale is the enemy of women in more ways than one. I go strictly by what fits and what doesnt.

i start retaining water between a week to a week and a half in advance. i noticed it when one day i'd had a whole bunch of water and it didn't run right through me like usual. the scale went up pretty much exactly the amount i drank and it took another week and a half for that to go away again. now my weight is steadily on the drop once more. i hate having to deal with water retention at all
