Ok can someone help me out here I am on the last rung and Iam not near goal and don't know my ace yet, can you eat cereal on this rung??

Whole grains include things like wheat, rice, oats, rye, corn and the more uncommon grains like kamut, quinoa, amaranth, etc.
So on the whole grain rung, you can eat 5 net carbs of these grains and grain products.

Grains are grains. Rice is a grain. So 5 net carbs of rice is okay to try out on the grain rung. As long as it is a grain, it can be tried on the Grain Rung.

the power fo 5 was just a quick reference for us we can use any whole food from the catagories. Rice has a higher GI then other grains so Dr Atkins recommended it as a not too often food but you can certainlly try it.
Since you are not near your CCLL you can keep eatting your rungs and either add more sets of the rungs or keep losing at your current rate and when you are 5-10 pounds from goal move to premaintenance and up your carbs to 10 per net.by the book atkinseer

You can use whole wheat flour---5 net carbs worth of it.
Again, any grain is allowed on the grain rung, provided it isn't refined like white flour or corn starch.
