Since you're in the USA, you should be able to find FAGE (greek yogurt). It's delicious and has only 3.5 carbs in 4 oz (the full fat version). Here's the website, FAGE USA
Greek yogurt is thicker than ordinary yogurt as it a lot of the liquid (whey) has been strained off from it.
There are many other makes of strained yogurt - not all made in greece so sometimes called 'strained yogurt' or 'greek styled yogurt'. I found Lidl (a cheapo supermarket in UK) carries a different brand for about half the price of the Fage brand.
Fage do a range of plain yogurt with different fat contents - so make sure you buy the higher fat one and not the fatfree one.

I went to the store today and looked at yogurts and they are any where from 17-40 carbs per serving. Am I missing something? How can that be ok to eat?

When you look for yogurt look for plain yogurt. Nothing added - not fruits, sweeteners etc. And then look for as fatty yogurt as you can find. Where I am I can find 3 and 6% fat plain yogurt. My favourite yogurt the 6% fat one has 14 carbs for a cup. I eat a 1/4 cut at the time. So both for yogurt and cottage cheese you have to watch potion size.
Keep looking around. I spent a lot of time studying yogurt labels when I reached the dairy rung.
When you find a plain yogurt you can start making your own yogurt if you want. That is what I am doing today.
