The pause or stall is not a result of a carb creep (or at least it shouldn't be, if the Rules of Induction were followed) and, unless one has a low CCLL, 5 more grams of net carbs will not stall or slow down weight loss. Since it is not the carbs that caused the problem in the first place, a few additional carbs will probably not make it worse.

As to why those 5 net carbs may solve the problem, we have to look at what is packed in them. It is often difficult to get all the nutrients we need from 3 cups of vegetables and the other foods that comprise an Induction menu. Yes, we should take a good multivitamin, but multivitamins do not have a 100% absorption rate, nor do all of us absorb nutrients the same way. A diet deficient in nutrients may impeede weight loss, because the body will do its best to conserve what it has. And here's where moving to OWL may be useful in breaking the stall or pause. OWL Rung 1 means adding more vegetables, and these vegetables are rich in vitamins, minerals and fiber. Once your body gets all the things it needs, it won't be desperately trying holding on to every ounce, thus the fat will start coming off again.
Thanks for explaining. I was a bit confused about that.
At the moment I don't think I even get 10 gms of carbs from my two cups of salad veg and one cup of other veg. I eat a cup of cucumber, 1 cup of lettuce and 1 cup of brussel sprouts which adds up to about 9 gm net carbs a day.

Even if i go up by an added 5 gms net carb, its still not even near 25 gm net carbs a day on first rung of OWL. But i guess this is ok going by the DANDR book, if i read it correctly. I mean, i guess 25 gm net carbs on first rung of OWL is an upper limit only and not a definite target.

Yep, that's right. If you were eating, let's say, 12 net carbs on average during Induction, then you only add 5 net veggie carbs to these, to get 17 g for your OWL Rung 1 (or at least for the first part of it, because you can do it for more than a week).
