Depends on a number of factors:
1. Is your metabolism sensitive to carbohydrates? There are some people who are "carb sensitive" such as diabetics, people with metabolic syndrome and I would even put the people with a family medical history of diabetes or metabolic syndrome into that category too. If your metabolism is carb sensitive, then the answer is "yes, you most likely will regain all or more weight, if you do not take care to control your carbohydrate intake."
2. What is the low fat diet you are going on? If it resembles the diet that you were eating when you gained weight, then the answer is "yes, you most likely will regain all and more weight".
3. Will you return to your former activity level, or will you increase your level of exercise? If you go back to being a couch potato, then "yes, you most likely will regain all or more weight."
However, what you wrote here really concerns me...
Since you are 5 pounds from goal, then you know from your Atkins OWL phase the maximum number of carbs your body can tolerate to lose weight and what kind of carbs your body can tolerate. With 5 pounds left to go, you should be moving into the Pre-Maintenance Phase, where you will begin to learn how many carbs your body can tolerate in order to maintain weight and the amount of certain carbs it can tolerate. So you really shouldn't be worried about adding on carbs to your diet, because you've been doing that in OWL.

However, what you wrote here really concerns me...
However my concern is that the body just naturally begins to store up on carbs once i start eating them again, regardless of how much exercise I do. If its an inevitable weight gain then I may consider sticking to the low car wol. On the other hand, if I can manage to keep the weight off by eating healthy and exercising, then that's what I want to do.
