Is corn starch o.k. to use in limited quantities? It has 7 carbs in 1TB. If I am using it in a caserole that will be 8 servings, isn't 1 TB spread out over 8 servings ok?

No, it's not okay to use cornstarch, until you are either in OWL, Pre-Maintenance or Maintenance Phases (and only if corn products do not react badly with your body.)

If you want to thicken your casserole's gravy you can puree some of the vegetables in the casserole. For example, puree onions or celery or whatever other veggie is included in the casserole. Or reduce the liquid amount by 1/2 to 3/4.

As Megs has implied in her post, it is not just the number of carbs you choose to eat but what kind of food you are adding that is important.
So any corn products need to wait till you reach the grains rung of OWL to add and test whether they upset your body.
Wondering how to get 'most' of your net carbs from your induction veggies?
