I am still a good 20 pounds from my goal weight, is it possible that my body will finally take a large percentage of fat from my lower body? I mean I've lost a lot down there, but just not as much as my upper and I really want to be able to wear shorts this summer.

It has been my experience that the body shape remains the same. Meaning, if you are somebody who carries weight in your bottom and tummy, like me, then your arms will get thin well before the tummy and bottom do, so you have basically the same body shape only slimmer.
Exercise is really the only thing that can transform a body shape. It can't burn fat in those areas, but it can help change the shape and lift it or tone it.
Your only answer is to keep losing until the unwanted fat storages are gone. But then, you probably knew that.

I do lose fat in my upper body, then a short time later I get a whooshie in my lower body. It's funny, one day I'll look in the mirror and my upper and lower body look like they don't even belong together, then a few days later I look more normal. I'll always carry a little more in my lower area, but I knew that's what I looked like when I was skinny.

I've lost like 10 inches from my chest... 7 inches from my waist ... 2.5 inches from my hips....definately a difference there! I have noticed a difference, tho, in the lower half. Be prepared... the cellulite will go through a period where it actually looks worse (because the fat is disappearing at an uneven rate). Stick with it.... it'll smooth out!!
