The way to tell if they are allowed for whatever stage of Atkins you are at is always to look at the list of ingredients.

The inclusion of peanut flour and peanuts would delay its 'legality' till the legumes rung and the oat flour and rolled oats push it back to the grains rung of OWL.
So no matter what carbs you decide it has, it would not be legal for you if you are not yet at the top of the OWL ladder.
