There is wiggle room as far as regulations are concerned when it comes to nutritional lables. If the carb content is low enough, a company can just list it as 0.
What is the portion size?
You may get less than 1 gram of carb for 1oz of meat (for example) but if you eat 2 quarter pound patties..... who knows how much you're getting.
All-in-all it's just best to avoid sugar... period... especially in something as basic as a hamburger patty.
It has as much to do with weaning yourself from the sugar addiction and keeping the blood sugar and insuline regulated as it has anything to do with just counting the carbs.

Each serving is made from our own formula of hand-selected cuts of premium beef, giving each hamburger a juicy, melt in your mouth flavor.

I'm not sure... the sodium listed is close to the what is found in raw ground beef... but their math is puzzling indeed.
The FDA says:
(6) “Carbohydrate, total” or “Total carbohydrate”: A statement of the number of grams of total carbohydrate in a serving expressed to the nearest gram, except that if a serving contains less than 1 gram, the statement “Contains less than 1 gram” or “less than 1 gram” may be used as an alternative, or if the serving contains less than 0.5 gram, the content may be expressed as zero.(i) “Dietary fiber”: A statement of the number of grams of total dietary fiber in a serving, indented and expressed to the nearest gram, except that if a serving contains less than 1 gram, declaration of dietary fiber is not required or, alternatively, the statement “Contains less than 1 gram” or “less than 1 gram” may be used, and if the serving contains less than 0.5 gram, the content may be expressed as zero.We don't have these hamburgers in Germany so I can't check the ingredients and whatever else is written on the package, but it seems like there are <0.5 g of total carbohydrates, <0.5 g of dietary fiber... and 1 g of sugar.(ii) “Sugars”: A statement of the number of grams of sugars in a serving, except that label declaration of sugars content is not required for products that contain less than 1 gram of sugars in a serving if no claims are made about sweeteners, sugars, or sugar alcohol content. Except as provided for in paragraph (f) of this section, if a statement of the sugars content is not required and, as a result, not declared, the statement “Not a significant source of sugars” shall be placed at the bottom of the table of nutrient values in the same type size. The serving size though is "1 Pan-Fried Patty (114 g)" for the 6 oz patties, so that's cooked. And they say you should add salt and pepper to them, so the sugar carbs are probably coming from pepper? But why are they not included in the total carbs?! Dunno... my brain is fried. Or rather grilled.
Anyway.
