No it is no guarantee. You could still be eating to many calories to lose. You could be getting false positives on the stick for some reason. And sometimes the body just pauses even in ketosis for no good reason.

Being in ketosis means your body is primarily burning fat for fuel rather than carbs/starches/sugar. And as liv stated it is not a guarantee that you will lose weight, ie if you eat unusually large amounts of fat, then weight loss coudl be slow. Also "weight loss" itself is a relative term, water weight is also considered weight, i like to use the term "fat burning", if you're burning fat, you're good to go.
