Some of the rescue workers in N.O. did that, except they actually tatooed their SSN's on their forearms because they believed that they were not going to live thru the storm and they wanted them to be able to identify their bodies easily!

it was the gov. of louisiana who asked that anyone who was not going to leave new orleans and the surrounding flood prone area to write the ss. numbers on their arms so they could id their bodies. she was saying this because people did not leave as they should have during katrina and she is stressing how important it is to leave the area.
