Yes, you are correct, polydextrose is legal in the UK.
As far as a retail source goes... About a year and a half ago, I had been noticing a lot of commercial products (especially ice cream) utilizing polydextrose and wanted to try baking with it myself. I tracked down an online bakery supplier that sold wholesale polyd in 50 lb. bags. After considerable correspondence I was eventually able to convince them that polyd could be profitable for them if they could sell it retail in small bags. This was at the peak of the low carb craze and the company was looking for ways to target the low carb demographic, so it wasn't that hard of a sell. All the same, if I hadn't bugged them to carry it, there would be no retail polyd today.
I suggest a similar course of action. Track down a small wholesale supplier and convince them of the profitibility of offering polyd in a small size. You're not the only UK low carber I've come across interested in polyd. There's quite a few UK members in other lc forums that are interested as well. You might want to look into diabetic forums also. Numbers helps. If the wholesaler believes there's enough people interested, they might go for it.
Polyd is, imo, an invaluable ingredient in lc/sugar free baking and well worth the effort to obtain.
