Flaxseed Net Carb Count

I'm so confused about the net carbs in flaxseed meal. I thought it was 0, but this bulletin suggests otherwise. What's the real count? My meal reads 4 total carbs, 4 gram fiber, 60 calories.

you always subtract fiber count from carb count.
ie: 4 cards
- 4 Fiber
= 0 net carbs
