I think that is generally true, though again it can vary between individuals. Your starting weight has a lot to do with it, as does your age, sex and how you ate before.
Take two people:
Jane wants to lose 20 pounds and loses 3 pounds during induction
Sue wants to lose 120 pounds and loses 12 pounds during induction
While Sue is likely to be thrilled, Jane could come in here, read about Sue's 12 pound loss and feel disappointed with her meagre 3 pounds. However on a percentage basis Jane has actually lost a lot more weight (15%) than Sue (10%).
I guess it may be the more you have to loose the more you will loose in induction
