That's exactly right. You get three cups of salad veggies a day but you have to count the carbs of EVERYTHING you eat, including those veggies. There are no true free foods on Atkins. For example, if we truly ate too much meat, we would start converting the extra protein to glucose anyway. Eat until your full, follow the list of acceptable foods, count your carbs, and you'll be well on your well.
