That's to see who gave you reps and what the comments were. If you want to give a rep to someone, you have to give it to a post...each post has a little scale icon at the top of it. If you click on the icon, there is a small pop-up box that appears and you can enter a comment. The rep will go to the person who posted the post where you clicked on the scale icon.
