actually Dr Atkins is very very specific about exercise and states in chapter 15 if you are not exercising you are NOT doing his program so get moving and then watch those pounds come off.
Starvation mode is from constantly eating below your needs in both type of nutriant and fuel needs. if you eat all fats you will be starving for proteins, if you eat all proteins you will be starving for fats and essential oils. If you feed your hunger and learn that is its determined by the amount of food on the plate, room in your belly nor carbs left in your budget for the day then you will give your body the amount of fuel( calories) it needs to meet the demands you are placing on it. no exercise=less fuel needed=slower weight loss. Feed your hunger and do the mandatory exercise and your body will take care of your weight on Atkins.
The BMR sites calculate caloric needs to keep the average build person your age height sex and weight asleep 24/7 eating a high care diet. remember your body may be a fluffy marshmellow or a rock hard muscle and your BMR will be different but those sites will not tell you that. listen to your body and let it tell you what it needs.
