You are right in saying that propylene glycol was only showed to be dangerous at high concentrations/quantities. The ingredients in Capella drops are distilled water, propylene glycol, natural and artificial flavor. Using a few drops of a liquid containing propylene glycol does not classify as "high concentration/quantity". I would not use it on a regular basis though, for the same reasons why I only use Splenda occasionally (read, a few times a year), even though it is considered perfectly safe; I prefer eating natural, minimally processed stuff.
From a weight loss perspective, personally I would be more worried about natural and artificial flavors. I know most people are fine using products that contain flavors, but I had bad experiences with teas containing these mysterious "flavors" (they give me blood sugar symptoms even though there is no caffeine or anything else fishy in them), although I can otherwise drink teas just fine (I prepare them at home, from herbs, spices, etc.).
